Vista Backup error 0x80071A91 and/or failed Windows Updates

Recently I was very frustrated installing Vista on my home machine. It’s not that something wrong with Vista, it was drivers that drove me crazy. Problems I had were caused by the fact that nVidia failed to provide working drivers for RAID 0+1 array based on nForce 4 Ultra chipset (I’ve got ASUS A8N-E motherboard). When I finally managed to install everything, it was running fine for couple of weeks. After certain point though Windows updates begun to fail as well as Vista backup feature stopped working. I had basically only one clue. It’s an error message I was getting when I tried to start a backup job:

File backup could not save your automatic backup settings for the following reason:

Transaction support within the specified file system resource manager is not started or was shutdown due to an error. (0x80071A91)

Please try again.

Microsoft help wasn’t really helpful: http://support.microsoft.com/kb/927748/en-us. Googling didn’t bring any luck either, so I start researching toward file system resource manager (FSRM). Accidently I found that fsutil tool has an additional argument “resource”, which evidently controls FSRM behavior.

So, if you see a bunch of failed Windows Updates and/or your Vista files backup doesn’t work anymore, here are the steps you need to do in order to reset FSRM:

  1. Click “WinKey” on your keyboard.
  2. Type “cmd” and hit Ctrl+Shift+Enter. That will bring you to the command prompt in Administrator mode. It you still have UAC enabled, it will ask you for permissions, click “OK”.
  3. Navigate to your Vista system folder (i.e. C:\Windows\System32)
  4. Type “fsutil resource setautoreset true C:\” assuming that you have your Vista on drive C. 
  5. Reboot.

when trying that I get an error message. Translated into English it sais that the C drive doesn't contain any resource manager. C:\Windows\System32>fsutil resource setautoreset true C: Fel: Den angivna katalogen innehåller inte någon resurshanterare. Any suggestion what I should try?

I'm sorry to hear that. It works on US version of Vista Ultimate RTM/Retail. It could be that fsutil is not available on other vertions. Anyway, try the following: 1. Make sure that you have Administrator rights. 2. Try to disable UAC (google it - there are plenty of articles how to do that) befere executing the command. 3. Follow Marus's suggestion and put "\" after C: So the whole command should look like "fsutil resource setautoreset true C:\"

I think my problem is that I have no resource manager. Have tried this: fsutil resource info C:\ and then it tells me there is no resource manager there fsutil resource start C:\ Error: Access denied So why don't I have a resource manager? Is this a service that may have been stopped?

I have already talked to Acer support but they didn't know anything else to try except what you have suggested. I also phoned Microsoft but they don't help me since I have an OEM license. Thanks for helping but it looks like I have to re-install Vista soon if I can't find out how to solve this.

I'm sorry to hear that. I reinstalled Vista 4 times on my home desktop since RTM only because it doesn't work well on RAID. It was very painfull process caused by nVidia RAID drivers (as far as I know they still have not fixed them). Last time I lost 2 days of work. So now I'm using single hard drive for Vista and RAID for daily backups.

Alex - many, many thanks. I too have just got a new system with a raid 1 array and I couldn't install my hp all-in-one software - it kept crashing out with an msi 1603 error. I put it down to the s/w being a bit flaky with vista but then I couldn't use the vista backup, or nero backup or norton 360 backup. Found your solution and have successfully backed up with vista AND hp software has installed. Brilliant - it's kept me up into the small hours for 3 nights with no sign of solving it till now!

I am running Vista Home Premium on a Dell and can no longer do backups because I get the message . Windows could not disable the automatic backup job for the following reason: Transaction support within the specified file system resource manager is not started or was shut down due to an error. Frank, if your DELL is under warranty, I'd suggest to call them and ask for help. Dell might have some modification made to the Vista image, so some system components might not be available, or work different.

I have tried this as well running Vista Busines and the message returned at the command promp is "The FSUTIL utility requires that you have administrative privelages". Meanwhile I do!!! I think I'm picking up a MAC today!!

I just upgraded to Vista Business from XP Professional on a Compaq Presario V6000 - AMD dual core, Nvdia and initially got this message - Catastrophic failure (C0X8000FFF) upon my first backup. Thanks. Unfortunately, having read this thread and carefully followed all of the suggestions, my copy of vista business still fails to update with the error 0x80071A91. It is really doing my head in now, I have wasted days on this. When I try to update, the updater posts a message "To check for updates, you must first install an update for windows update.Your automatic updating settings will not change." I click the 'Install now' button and windows informs me that it is downloading and installing updates and that windows update will automaticlly close and re-open to install the update. The it fails with error code 80071A91. I have been around for too long to hate Microsoft for reducing me to tears. I also think I'm going to order a Mac :-/. Now, where's that hammer...

Hi,i had different problem-something with clfs.sys 0x00000050 error(can't boot even into safe mode),sometimes i can get through vista dvd to recovery(and sometimes i had the same clsf.sys error even booting this dvd),so i managed to get to recovery,tried restore back some days,but now got your error(what a change!),i tried that fsutil command(i like theese power tools),then restart just to check and it booted okay,i'm a bit confused:) ...thanks for the help! paja

You are a genius!! Vista had reduced me to tears. I have been trying for 2 days to install Office Enterprise 07, and everything else has gone wrong since! I wanted to restore the system but then it all crashed. Don't suppose you know how to fix a MS Office install issue?? Getting an error 1935 I have removed MS Works from my computer, all Office updates that it had found, some of Microsoft.NET files would not go away cos of the UAC layer! Didn't know whether to delete that entire file, or just the individual versions in the frames file inside But I am ready to scream!!! Thanks. CD

I'd start with completelly disabling UAC and reboot. Then reinstall .NET runtimes. 2.0, 3.0, 3.5. And then try to install the Office again.

I have the same problem... I have a DELL XPS 420 with a Maxtor 250GB ext hard drive... I did a 'Complete PC Backup' to B: drive (The ext Maxtor) Next, I rebooted and used the system repair from the boot menu... this formated my hard drive and set everything back to the DELL factory defaults... re-installing Windows Vista Ultimate, Office 2K7, and all the other DELL junk... Now, I'd like to restore the computer to before the DELL repair... the files are all still on the B: drive, I can see them there... However, when I go to 'Restore files' -> 'Advanced restore' -> 'Warning - Continue' -> only the 'Files from a backup made on a different computer.' is enabled and already has a tick in the radio button -> 'Next' -> 'Looking for backup devices...' -> I select B: drive -> and it tells me "Windows cannot find any backup sets on the selected device"

Thanx Alex! The following worked (I did like you said but had to include the slash), “fsutil resource setautoreset true C:\” Note: I have WinXP on 1st partition and Vista on the 3rd Partition. At first I thought that maybe I had to use the following, “fsutil resource setautoreset true E:” The reason why I thought so is that when I tried to apply to "C:" (without the slash) I got an error. But when I tried to apply to "E:" (without the slash) it appeared to work , I didn't get the error, and I restarted but the Update(s) still failed. So after reading all the other posts... thanx everybody!... I decided that applying it to "C:\" (with the slash) was the only alternative I had left. And it worked! YAAAAAAAAAAAAAAAAAAYYYYYY!!!

Sorry to hear about your problem. What makes you think that resource manager is the problem? If everything else failed, just connect your HD to other computer and copy files you want to keep. Then reconnect it back and reinstall Vista.

No need to yell, but thanks for the info. I'd realy like to see if it helps. Thank you Microsoft for finally providing a fix after exactly one year since I posted this article. Examining Microsoft's fix, I would say that ripping off temporary transaction and log files isn't really safer than just restarting the File System Resource Manager. On the other hand it might be realted to something completelly different. For example, I have never seen the "ERROR_RM_NOT_ACTIVE" message. Instead I had "Transaction support within the specified file system resource manager is not started or was shutdown due to an error. (0x80071A91)".

It worked and critical updates started to download and proceeded to 'preparing to install'. This is where I have a problem. It does not install on my computer. Using Vista Starter edition. my laptop(running vista basic) installed some updates, then restarted, but now it keep telling me the updates were not installed correctly and is reverting changes, then restarts, and it does the exact same thing again and again and again, my laptop came with vista, so no driver discs(its a compaq presario) and I have no backups! please let ther be be some way I can fix the issue without nuking my files/data, anyone, somone or everyone, help me!

Try to boot up in safe mode (hit F8 while booting), then uninstall previous updates or just load Last Known Good Configuration. Try Microsoft solution: http://support.microsoft.com/kb/948252 or my way to restart the Resouce Manager. I know other people have experienced the same problem as I have and seemed to have solved the problem I have had no such luck. I followed the instructions on some of the other mails as best I could. I'll set the scene with my Laptop it is a Dell inspiron 6000 which had XP loaded on it, I then updated it to Vista Ultimate, it was running fine until the download took place last week. The laptop has a Pentium M processor and 1024mb installed memory. That is really as much as I can tell you about the machine. The download took place and I was unaware until the next day I have no laptop and nearly a years worth of work has been trapped. I switched it back and noticed it had gone into this loop of telling me "updates were not configured properly, reverting changes, do not turn off your computer" and then it will shut down and re-start it self. I created a recovery disk tried to boot from the DVD drive, but no luck. Still in the loop and I have no idea what to do next I'm really at the end of my rope as all my course notes are on it and I can't get access to them. I tried serching the web, I have tried the above commands and not luck. I now have a lump of plastic and metal that I can no longer use. Appreciate any help.

I have an HP Pavillion DV9820 notebook running Vista Home Premium, SP1, 4gigs, 64 bit. I have the same error that this article was about. It happened when I tried to do a backup for the first time. I need to send it to HP for a repair on a hardware issue, but wanted to back my stuff up prior since I use this laptop for work. I tried the fix given originally and when that didnt work I tried the fix Microsoft gave & neither worked. I am still getting the same error. After spending an hour on the phone with HP, then being told I have to call Microsoft, then Microsoft telling me I have to call HP since Vista came preloaded... I'm about to go find the nearest trash can.

I ran the utility to create "recovery discs" on my new laptop. It aborted. I registered and emailed tech support for a set of discs. I waited. I emailed again. I waited. Over 3 months, including two emails to the office of the CEO, Mark Hurd, this produced...NO EFFECTIVE COMPAQ SUPPORT! My laptop is useless without recovery discs and I can't get normal support, escalated support, or support from the office of the CEO. Will I ever recommend or buy Compaq or HP again? Not in THIS lifetime.

Hey I just tried that microsoft link and followed the instructions. When i try to delete the .blf file and the other 2 files it says that they are in use by another program and cannot be deleted. Also, I then tried the booting up in safe mode and deleting updates, but it wouldnt allow me to delete some of the NET framework updates? It says that my windows installer may be installed incorrectly. Any help with this is much appreciated! This looks to be a collection of technical masterminds, so my hopes are high.

TO: Chris Chris, ironically some updates started failing on my home machine recently. This time they are all related to Office 2007. I poked around - no luck. Googled it, saw a bunch of similar complaints and no solution. My personal advice: install Windows 7. That is what Vista supposed be from the beginning, before marketing dept interfered with development process. I'm using it at work and waiting for an empty weekend to put on home computer.

Alex, Thank you for the advice. The laptop is actually my girlfriends. She said that she has already installed windows 8 on it, but it still hadnt worked. then I tried deleting recent updates (this one included) also to no avail. As a last resort, I am more than likely going to just reinstall Vista. Is this something that you suggest, given the number of attempts and failures? I believe it would be a guaranteed fix, at the cost of HDD data being wiped clean, but i am more than capable of backing up my files.

Chris, I'm not sure what Windows 8 is :-) My suggestion is to install Windows 7 - new OS coming from Microsoft and available now as RTM. It should be in stores soon. It has same requirements as Vista, but more robust and thought through. I you still want to keep Vista, than yes, just back everythig up, make a copy of the HDD, if you prefer. Than reformat it and reinstall Vista on it. Than all updates, service packs, etc. and only then all the software. Laptops from pretty much all manufacturers usualy stufed with "crapware" which might case problems.

i have a similar prob to somebody above. i cant even get into windows or nothin. when i start up comp it auto starts in system startup repair. it says it cant fix it so i go to advanced options then it brings me to a system recovery options window where i can log into OCPRINT5317081649610 or test. i have no clue how to log into 1st option. under test i put in reg log in PW an go. then it brings up a list of startup repair, system restore, windows complete system restore, mem diagnostic tool, command prompt (which ive tried the above process), and dell factory image restore. ive tried everything an nothin works. so i run factory image restore an 10 min later get an error pop up. dont say anything.. just an "x"... but when i try system restore it errors an says system resource manager is not started or was shut down due to an error. (0x80071A91). comp is a factory dell 1525 with vista basic

I had the same 0x80071A91 error when trying to start a Vista Backup, and also a second error when trying to install a Windows Update (Code 80070643). OS is Windows Vista Home Premium SP1. I tried the suggested "fsutil" steps above but it did Not fix the problems. I also tried the Microsoft fix as suggested in the comments ( http://support.microsoft.com/kb/948252 ), but it did Not fix the problems. Finally, after further research I came across this fix (WDS 4.0 doesn't work on Vista SP1) for a problem that I didn't know I had. The problem relates to an 0x80071a91 error in the Windows Search Service. This third fix finally resolved both the Backup and Windows Update problems (although the "fsutil" fix was probably also necessary).
